Yet another Conservative government, UK's Rishi Sunak's Cons, is delaying implementation of greenhouse gas emission reduction targets. 

British Prime Minister Rishi Sunak said on Wednesday he would delay targets for changing cars and domestic heating to maintain the consent of the British people in the switch to net zero.

Sunak said Britain was still committed to achieving net zero emissions by 2050 and denied watering down its climate targets.

Here are some of the current emissions targets for Britain's top polluting sectors and how the announcement impacts them.

TRANSPORTATION

Transport accounts for more than a third (34%) of Britain's total carbon dioxide (CO2) emissions, the most of any sector. Sunak announced a delay to introducing a ban on new petrol and diesel cars and vans. It will now come into force in 2035 rather than in 2030. There were more than 1.1 million electric cars in use on UK roads as of April - up by more than half from the previous year to account for roughly one in every 32 cars, according to the country's auto industry trade body.

The current 2030 target was introduced in November 2020 as a central part of then-Prime Minister Boris Johnson's plans for a "green revolution". As recently as Monday, transport minister Mark Harper restated government support for the policy.

Britain’s independent climate advisers, the Climate Change Committee, estimated a 2030 phase out of petrol, diesel and hybrid vehicles could save up to 110 million tons of carbon dioxide equivalent emissions compared with a 2035 phase out.

Johnson's policy already allowed for the continued sale of hybrid cars and vans that can drive long stretches without emitting carbon until 2035. The transition is governed by a zero-emission vehicle (ZEV) mandate, which means manufacturers must ensure an increasing proportion of the vehicles they sell in the UK are electric.

The current proposal is for 22% of a car manufacturer's sales to be electric in 2024, rising incrementally each year to 100% in 2035. The government said on Wednesday that all sales of new cars from 2035 would still be zero emission. Sunak said that proposals that would govern how many passengers people should have in a car, or proposals for new taxes to discourage flying, would be scrapped.

RESIDENTIAL

Residential emissions, the bulk of which come from heating, make up around 17% of the country's CO2 emissions.

The government has a target to reduce Britain's energy consumption from buildings and industry by 15% by 2030, and had set a target to phase out installing new and replacement gas boilers from 2035, as the UK moves towards heat pumps.

Sunak said people would have more time to transition, and the government said that off-gas-grid homes could continue to install oil and liquefied petroleum gas boilers until 2035, rather than being phased out from 2026. However, his announcements that the government would not force anyone to rip out an existing boiler and that people would only have to make the switch when replacing one from 2035 restated existing policy. He also said there would be an exemption so some households would never have to switch, but the government would increase an upgrade scheme that gives people cash to replace their boilers by 50% to 7,500 pounds ($9,296.25).

Currently almost 80% of British homes are heated by gas boilers. In 2022, 72,000 heat pumps were installed. The government had set a target of 600,000 heat pump installations per year by 2028.

A study for Scottish Power and WWF UK in June found that 6 million homes would need to be better insulated by 2030 to meet the government's target to reduce household energy consumption, but current policies are only expected to deliver 1.1 million. The study, conducted by Frontier Economics, added that 1.5 million new homes would still need heat pumps installed by 2030.

Sunak said that the government would subsidise people who wanted to make their homes energy efficient but never force a household to do it. The government also said it was scrapping policies that would force landlords to upgrade the energy efficiency of their properties.

ENERGY

The energy sector itself is a big emitter of greenhouse gases, contributing around a quarter of Britain's emissions. In July, Britain committed to granting hundreds of licences for North Sea oil and gas extraction as part of efforts to become more energy independent.

Sunak said he would not ban new oil and gas in the North Sea, and that future carbon budgets for governments would have to be considered alongside the plans to meet them. He said the government would shortly bring forward new plans for energy infrastructure to improve Britain's grid, while speeding up planning.

Offshore wind power developers warned earlier this month that Britain's climate goals could be at riskafter a subsidy auction for new renewable energy projects did not attract any investment in those planned off British coasts.

Britain is aiming to develop 50 gigawatts (GW) of offshore wind capacity by 2030, up from around 14 GW now. Sunak highlighted that Britain is lifting a ban on onshore wind, investing in carbon capture and building new nuclear power stations.

By Wednesday night, the Times, Telegraph and Independent were reporting that PM Rishi Sunak's office had intervened to prevent Sanders' speech being aired or published.

The reason for Sunak's intervention is clear; nothing must be done to alert the British public to the catastrophic consequences of the government's escalating military operations with US and NATO powers across the globe.

No opposition will be brooked, either to imperialist-backed genocide in Gaza, or to an expanding global war by NATO powers extending from Ukraine to the Middle East and by the AUKUS military alliance spearheading a military build-up against China..."

In the way of such things, assume a common memo to this effect has gone out to all the NATO military mush-heads including Canada's.

George Galloway Wins UK Parliament Seat in Landslide After Pro-Palestinian Campaign

British politician George Galloway warned the Labour Party leadership Thursday evening that his victory in the town of Rochdale's parliamentary election signaled "a shifting of the tectonic plates" following a campaign in which he vehemently defended Palestinian rights and condemned the U.K. government for backing Israel during its monthslong slaughter of civilians in Gaza.

"Keir Starmer, this is for Gaza," Galloway said after declaring victory, addressing the Labour Party leader. "You have paid and you will pay a high price for the role you have played in enabling, encouraging, and covering for the catastrophe presently going on... in the Gaza Strip."

Galloway easily won the by-election, which was called after the death of Labour MP Tony Lloyd in January, garnering 12,335 votes—nearly twice as many as the runner-up, independent candidate David Tully.

The Labour Party had run Azhar Ali, but pulled its support after he was heard saying Israel had "allowed" Hamas to attack the southern part of the country on October 7. The attack prompted the Israel Defense Forces to begin a relentless bombardment of Gaza that has now killed more than 30,000 people and implement a near-total blockade that has left at least a quarter of the population "one step" away from famine, according to the United Nations Office for the Coordination of Humanitarian Affairs.

The fact that Israel knew of the battle plan for the Hamas-led attack has been widely reported.

Without the support of the party, Ali came in fourth in the by-election.....

Braverman’s consultation on anti-protest laws was ‘only open to police’

High Court told government only sought feedback from people it knew would agree with its controversial changes

Only police were consulted on anti-protest laws before they were forced through by the UK government, according to human rights lawyers suing the home secretary.

Campaign group Liberty has been in court this week challenging James Cleverly over amendments to the Public Order Act that were pushed through by his predecessor, Suella Braverman, last year.

Liberty was given permission to take legal action against Braverman in October after she used secondary legislation – subject to less parliamentary scrutiny – to strengthen police powers to shut down protests that cause “more than minor disruption to the life of the community”.

The group says Braverman’s actions amounted to a “serious overreach” and that she acted unlawfully because the changes to the law had already been rejected in the House of Lords....

UK ministers consider ban on MPs engaging with pro-Palestine and climate protesters

Ministers are considering proposals to ban MPs and councillors from engaging with groups such as the Palestine Solidarity Campaign (PSC), Extinction Rebellion and Just Stop Oil.

The plans, put forward by the government’s adviser on political violence, John Woodcock, say mainstream political leaders should tell their representatives to employ a “zero-tolerance approach” to groups that use disruptive tactics or fail to stop “hate” on marches.

Rishi Sunak and James Cleverly, the home secretary, are due to discuss the proposals as part of a review conducted by Woodcock, the former Labour MP who now sits as Lord Walney, a cross-bench peer.

The prime minister was condemned by human rights groups for warning of “forces here at home trying to tear us apart” during a hastily arranged address in Downing Street on Friday. On Wednesday, he was accused of exaggerating tensions at protests after he warned of “mob rule” in the UK.....

Gaza, Galloway and the backlash

Is it too soon to draw a couple of long-run conclusion from George Galloway’s stunning victory in Rochdale – his third outside the big party system?

The first, is that in spite of First Past the Post and its famous ability to protect the establishment from electoral challenge, the British party system is decomposing. Don’t let Labour’s poll position fool you – it’s no surprise after 14 years of destructive Conservative government which is now eating itself alive. The foundations of both major parties (and the third and fourth parties) are rotten and weak. A poll coinciding with Galloway’s election found just 12 per cent now trusted them.

Second, British foreign policy in the Middle East is a key factor in that decomposition. Ignore the born-again provincials who have suddenly decided politics is exclusively about pot holes (flourishing though they may be, with local governments facing bankruptcy). Britain’s sovereignty-robbing attachment to US global power is eviscerating our domestic political leadership.
